Horizon's History & Timeline

God has called us to be a unique church. From the very beginning, Horizons has placed an emphasis on small groups, ministry to families, missions, and a contemporary approach to services, including music, media, and other artistic forms, which has evolved in recent years to a more modern experience. We began supporting missions efforts to China in our first year and continue to do so to this day. In addition to partnering with churches around the world, we partner with other churches locally to share the message of God’s love.

God has called this church to reach those who are far from God and demonstrate His love to all people. We exist to empower people to become fully devoted followers of Christ. In Nehemiah, the people of Israel who were the furthest from their homeland were being called back home. Nehemiah 1:9 says, “…but if you return to me and obey my commands, then even if your exiled people are at the farthest horizon, I will gather them from there and bring them to the place I have chosen as a dwelling for my Name.” Horizons is called to be a church that reaches people in our community and around the world with the life changing message of God’s love. Ours is an ever unfolding story of God’s grace and provision and we invite you to come be a part of what God is doing at Horizons Church.

Horizon's Timeline


Horizons Church began in the summer of 1994. While at Regent University, Pastor Rich Pennington felt the call of God to plant a new church in Stafford, VA. That fall, he and his wife along with two other couples worked for five intensive months seeking God’s wisdom as to what kind of church Horizons would be.


Horizons’ very first service was held in the Penningtons’ living room with 13 people in attendance in February, 1995.


The Grand Opening Service was held two months later, on Easter Sunday, at Hampton Oaks Elementary School. Throughout the years, Horizons has met in several schools here in Stafford, but in 2009, we moved into our own worship facility on Flatford Rd.
